Dear Seal,

With reference to the draft telegram

to the Commander-in-Chief, China, in reply to

his 2009/12 about the "Chah Sing" incident at

Hong Kong. We would like to suggest the addition

of the following sentence at the end of the draft:

"In any case Chinese vessels of war,

whether neutral or otherwise, have specific

right of use of waters of Mirs Bay and Deep

Bay under 1898 Agreement with China relating

to Hong Kong leased territory.
